Yes, unless it is severe. The pavilion is covered and surrounded by trees.

Yes, there is a boat launch and it is open. I'm sure the place will be packed as it is a holiday weekend.

I will have a final update closer to the end of the week. I've always been thinking this was on actual labor day since the title says that, but come to find out it's not.
