My feeling is...pass if you are going to pass...don't dilly dally...just do it. Have you ever exceeded the speed limit passing in a passing zone on a two lane highway? You wouldn't set your cruise for 5 over, get into the opposing lane of traffic, and pass at that pace so you won't get pulled over....
