I don't think you can, or at least never heard of anyone doing it to a bike rotor.

I would love new rotors, but i am on strike right now. I don't have the extra cash and my brakes sound like crap. Hell, I might just hit them with the dermel and throw some new pads for the time being.

Best thing to do would be hit them with some very light sanding with the drimmel.... but I mean just scratch up the surface. Get some new pads and throw them on. Cant resurface bike rotors because they are so thin to begin with. Plus I am not sure there is a machine that can do it. Even an on the car brake lathe would not have enough room to get to the rotor.

Please don't take a dremel to your rotors.. The last thing I want to see is someone get seriously injured or killed due to faulty brakes. If you can, park the bike and buy new rotors when you can. Not having proper brakes on a bike is a major safety issue..
Just my 2 cents..

If they are not severely gouged, I would suggest you use elbow grease and a scouring pad to clean up the rotor surface a bit and then add new pads.

I was not saying to drimmel the hell out of it. We used to use an airtool with a scouring pad type attachment to rough the rotor up a little. Just a light touch to clean up the surface is all..... no grinding involved. We would even do it when putting new rotors on just to make sure the surface was good for the new pads. I think we got the attachments from autozone of something ... they where made by 3m. Not sure the exact name though I would just have to look and tell ya.

This kinda thing .... just use light pressure and spin the wheel..... dont stay in one spot for any time at all. We actually use the lathe and cut the disk then after it was done move the bits out of the way and use the pad to finish it a touch. Same idea just finish the disk to make sure everything seats in well when you put the new pads on.

What this guy said. I work on cars quite a bit, so I know that the bike rotor is much more thin than a car's rotor. I am not going to grind the hell out of it. I'm just going to lightly scuff it with a dremel and throw some new pads on it to get me by.
