Rear brake rotor

Can those be resurfaced by a machine shop or are they too thin and need to be completely replaced?

I'd be shocked if they could be resurfaced. How bad is it?

If it isnt terrible then you can resurface it yourself with a buffing pad and a drimmel... we use to do a finish on all the car rotors we turned that way.

It's bad enough to need more than a buffing. I just don't want to spend $150 if I don't have to

If it looks structurally sound I would throw a set of pads at it and run it. They will conform to the shape. When I had a nekked/upright bike like yours I would use the rear brake to slide up to a stop sign from time to time for shits and giggles and now I use the rear brake for the occasional spot of gravel and when I run off of the track. Other than that I am pretty much front brake only. Just my experiences.

Depending on who you talk to, some will say turning roters is a waste anyway. In England they don't do it and it's nearly impossible to find a shop that has the tools to do it.

The only time I ever turn or replace rotors is if there is any pulsing or significant grooves.
