I know of a few parking lots in my area, I've seen people come out and practice without getting hassled.

I myself started on an 09 Ninja 650r. Glad I did. I'm a bigger guy at 6'-1" 215lbs and felt that I would be causing a 250 to struggle too much on my 70 mile (there and back) commute. Back when I bought it, the Ninja 300 had just come out and I wanted that but didn't want to spend that much money, hence the 650. The 650 had enough oomph for me without the crazy power of a 600 and had a SUPER comfy banana seat, that at first, I wasn't fond of but grew to love.
