They don't mention it, but the reason for the shortage is sellers are required to grow it, so they can't just buy more from "weed farm", they have to grow what they sell.

I'm guessing you couldn't legally grow ahead in anticipation of high demand either. Now the legal growers will be going to the street vendors to get their stash while they're growing stock.
