As far as your question, now that you've reformulated it, we already have robots building weapons. I don't see bacteria creating weapons.
On the evolutionary scale, bacteria / microbes are the earliest and simplest form of life. You've got 3.5+ billion years of evolution to get to life forms that are capable of sentient thought, use of tools and weapons, etc. We're not even a glimmer in that timeline.
If you were to stretch out a line 270 feet long, representing the 3.5 billion years that simple microbial life has been present on this earth, then 1 inch would be about 1 million years. And humans in our present form only started showing up in the fossil record for the last 1/5th of an inch of that line (200,000 years ago).
And our ancestors didn't start using tools and weapons until about 20,000 years ago in the fossil records.

That all being said, we can most certainly develop synthetic life based on life that surrounds us, but to actually create life from scratch, to get to the point that it can start killing other life and / or us with manufactured weapons? It's got a long, long way to go.
And the closest thing we can do with genetics at this point is poke around with flipping switches and turning certain protein combinations (genetic markers) on and off. But there is no fine grain control in genetics. Life didn't evolve that way, and you can't cheat the complex rules of engineering life. Simple life is easy, which is what these scientists created. Complex life is not.
What scares me more than anything about scientists tinkering with creating simple forms of life, is that the most simple forms of life are the deadliest to all existing life on earth. Most strains of bacteria and viruses are some of the simplest forms of life on earth, but the most deadly. More people throughout history have died from viruses and bacteria than any other way, by a long, long shot.

No, earth is about 4-4.5 billion years old, life started appearing between 4 and 3.5 billion years ago.
What the scientists did was create life on par of what started 3.5 billion years ago. The timeline started when they first created life. So, let's see if they are faster and create a humanoid life form that can manufacturer tools and kill us faster than 3.5 billion years.
