If you take the MSF course, which is now required for new riders to get their license, you only have to take the written. The MSF course counts as your riding test. I just looked up the rules for motorcycle license:

It pretty much sounds like a learner's permit for a motorcycle is geared towards someone < 18 years old, and both require a MSF course.

Yeah, I know right? I didn't know you had to have the MSF class when I got the bike, and then it was a scheduling thing with the class which is why I ended up taking the class Easter weekend.
Like Firewall said, there are a ton of people who are unlicensed...not that it makes it right, but yeah, a lot of people just don't do it

I didn't take a MSF. I walked right on in the DMV and told them I wanted to get a M endorsment. The trooper handed me the book. Looked over it in 2 mins and took the writen. Then the next day got my neighbor to fallow me back up to the DMV and took the riding part. It was first come first served. Scored a 89.
You'd be suprised at how many don't have insurance either.
