Well, first, it looks like it would be illegal. But then again, it also looks like it might be as safe as riding the raked out poser-mobile in normal fashion as well. I always wonder how you make an emergency stop or maneuver on a bike like that.

I don't know how you would make any maneuver. It looks like the guy has marionette strings attached to operate the bike.
